Conference Policy Brief: From Principle to Practice in Reforming Research Assessment

The policy brief features the conclusions from the Danish EU High-Level Conference on Reforming Research Assessment, held in Copenhagen 3-4 December 2025.

With 300 participants from 40 countries, the Danish EU High-Level Conference on Reforming Research Assessment marked a shift from consensus to coordinated implementation of research assessment underscoring that the key challenge is no longer defining principles but operationalising them across diverse institutional, national, and disciplinary contexts.

The policy brief outlines conference outcomes as well as key themes from all the panel sessions focusing on key observations from each session as well as highlighting existing promising practices finishing with an outlook and spin-off activities after the CeRRA conference.

What is truly broken is not the scientific culture, but the incentive structures surrounding it and the culture they create

Christina Egelund, Danish Minister for Higher Education and Science (December 3rd, 2025)

The policy brief is authored by Chair of the conference David Budtz Pedersen, Kathrine Bjerg Bennike and Poul Meier Melchiorsen.
